Businesses that go without EMV on their forecourts should expect damaging monthly losses and no site is immune, according to a new fraud report.
Even relatively small gas station operators can now expect ‘tens of thousands of dollars’ in fraud losses monthly for each station once the EMV liability shift goes into effect in April 2021.
We have previously detailed the painful process of getting hit with a chargeback and the criminal system in which fuel thieves operate. These new numbers mirror the harsh reality of waiting to upgrade or skipping it altogether.
In an example offered by Mercator, an operator with 12 locations spread evenly among areas deemed be low-, medium-, and high-risk, would face fraud liability totaling $17,315 per store over 12 months, or $207,783 overall. “This could change dramatically depending on the risk position of each station, and it should be noted that Mercator’s calculation takes a decidedly conservative approach,” said Tim Sloane, vice president of payments innovation at Marlborough, Mass.-based Mercator, in a statement.

Convenience Stores Stay Vigilant on Gas Pump Sanitation
I am sure by now you have all been hammered with emails and posts in regards to COVID-19. It doesn’t matter where you are on the planet, there is something posted or being said about it and for good reason!
Gilbarco has shared this blog post in regards to sanitizing your site against COVID-19 with information from the CDC and Consumer Reports. I would say the CDC is the best source of general information seeing that is where it all flows from. The Gilbarco blog past also contains more specific and relevant cleaning information for specific equipment and components found in fuel retailing locations. Advice for Retailers:
There are many recommendations on solutions for cleaning and disinfecting high touch surfaces, but some chemicals are too harsh and can damage fuel dispensers. Ammonia-based cleaners weaken and damage bezel doors, screens, and other vital dispenser components.
Consumer Reports also advises against using ammonia-based solutions.
We suggest using a diluted household bleach solution, as recommended by the CDC.
Clean the dispenser with soap and water, then disinfect with the bleach solution
Prepare a bleach solution by mixing:
5 tablespoons (1/3rd cup) bleach per gallon of water or
4 teaspoons bleach per quart of water
Other cleaning considerations for retailers:
Do not use fuels or acetone
Do not use any cleaner or polish with a citrus element
Do not use cleaners containing ammonia, sodium hydroxide or acids. Things like glass cleaner contain ammonia and will cause damage to dispensers
Do not use strong solvents
Do not spray any cleaner or water into the card reader, receipt printer, cash acceptor or displays
Advice for Consumer:
Using a gas pump is no different than opening a freezer door at the grocery store. Businesses are taking unprecedented steps to make their businesses safe for consumers. Still, people operating gas pumps should exercise caution, giving them similar treatment to a grocery store shopping cart.
If possible, wipe the nozzle handle, buttons and keypads with a sanitizing cloth.
During the pandemic, wash hands with soap and water for 20 seconds. If this isn’t possible, use hand sanitizer after operating a gas pump.

This will be a synopsis of what we’ve heard from around our industry in regards to how the virus is impacting day-to-day business.
First and foremost, we wish everyone the best as they deal with getting through this crisis and we WILL get through it because the human spirit is strong in the worst of situations! And while many of us may feel we fall outside the high risk category, we all have someone near and dear to us who is at risk and we just need to keep that in perspective.
While this doesn’t have anything to do with petroleum, it sure does on a human level and it is helpful information regardless. Ignoring the October 2020 deadline for EMV at the pump could cost you more than upgrading
The October 2020 deadline to upgrade your equipment to the EMV standard is just around the corner and will be here before you know it! If you haven’t addressed your EMV needs as of yet, you should start right now! Not only will there be a crunch on equipment as the deadline approaches, there will be an even bigger crunch on the available service companies and technicians qualified to perform your required upgrades before you hit the deadline wall of October 2020!
Missing this deadline will be very costly to those who don’t act at all. Don’t expect the deadline to be pushed out again as there is extreme concern by consumers when it comes to the security of their personal information and the credit card companies are listening! But more importantly to retailers is the HUGE liability shift of chargebacks from the credit card companies to YOU, the retailers who don’t upgrade; that’s a financial hit that will certainly be felt immediately. Currently, gas stations and c-stores are some of the weakest links in the chain at this time for being non-EMV compliant and with the plethora of information available on all matters related to EMV, there is no reason to hesitate any longer.

Jerry points out the associated costs for those who wait and those who ignore the deadline, which could very likely cost you more than the upgrade itself! Panel experts warn that now is the time to start the long process of upgrading your pumps to EMV standards.
The EMV liability shift as it has come to be known as will take place on October 1, 2020. This deadline is when fuel retailers will have to install or upgrade their locations with the more secure chip card reader technology that uses cryptography to keep credit card information safe and prevent fraud.
This deadline will create a major liability shift from the card-issuing banks to pushing nearly all credit card fraud to retailers who do not upgrade their pumps to the new, more secure technology.
And for those not familiar with EMV, it’s an actual company, EMVCo. that stands for Europay, MasterCard and Visa. It was formed by those credit card issuing banks; American Express, Discover, JCB, Mastercard, UnionPay and Visa to address fraud prevention within the industry with the result being the chip card that most consumers have already been using inside the c-store and other retail environments.
And while the deadline has been extended once already, for those retailers undecided about whether to upgrade or not, it looms just over a year away!
Session panelist and Folk Oil Vice President Jim Linton warned those reluctant retailers it’s later than they think, warning that lead times for upgrading current dispensers could take as much as six months! Linton should know as Folk Oil has updated 100% of its pumps at all 35 of its multi-branded locations. He’s seen many of the things that can go wrong and delay the process.
Linda Toth, director of standards for non-profit c-store and petroleum market technology advocate Conexxus, said a study by her group found that 58% of retailers who have yet to upgrade believe they won’t make the liability shift deadline. And 25% said they have no idea when they’ll upgrade.
If you haven’t upgraded yet, your biggest question is: Is it worth it to upgrade? We at the Kennedy Company agree with this panel’s findings; yes, it most certainly is! If you have the “wait and see” attitude, you will find it will be much tougher to get the necessary equipment and skilled technicians to perform the needed upgrades as we get closer to the deadline and AFTER the deadline, YOU – THE RETAILER will be responsible for pretty much all the fraud payback!
Also, the longer retailers wait, the more difficult and costly it will get to upgrade and if your reluctance to upgrade causes you to miss the deadline altogether, there is a very strong likelihood fraud payback charges will be far more costly than the upgrade itself!

Verifone announced in August 2014 that they entered an agreement with Gilbarco such that Gilbarco would become the integrator, distributor and service provider for all Verifone’s forecourt payment systems. Any pre-partnership commitments and agreements would continue to be honored in respect to Verifone’s Paymedia (Secure Pump Pay program).
During this time, Verifone’s new strategy with Gilbarco would be to continue to collaborate and engineer products sold under the Gilbarco sales channel. The current product is known as Flexpay IV and is exclusively available from Gilbarco for use with their model dispensers and retrofit kits.
Verifone stopped producing its Secure Pump Pay product line in July 2016 and existing inventory on- hand was used to fulfill existing contractual commitments. Beginning September 30th, 2019only clients who are under existing contracts will receive support and repair from Verifone for their SPP devices. This includes the
Secure Pump Access (SPA) device.

Visa’s U.S. deadline for EMV for dispensers is currently set at October 1, 2020. Additionally, the Verifone SPP is certified either to the PCI 1.x or 2.x standard and both have now been succeeded by versions 3, 4, and 5. SPP PCI 1.x devices should be replaced as soon as feasible because of possible vulnerability based on the age of the device. These are primary reasons Verifone has been forced to phase out repair services for the SPP.
