New Jersey DEP Compliance Advisory – Phase II VR Systems Decommissioning

UPCOMING DEADLINE TO DECOMMISSION MOST VACUUM ASSIST PHASE II VAPOR RECOVERY SYSTEMS

This advisory affects owners and operators of gasoline dispensing facilities (GDFs) constructed before November 9, 2017 with Phase II (Stage II) vapor recovery system not compatible with Onboard Refueling Vapor Recovery are affected and must be decommissioned by December 23, 2020

WHAT SHOULD I DO?

If you own or operate a non-compatible Phase II system, you have the option of 1) upgrading the system to be compatible with onboard refueling vapor recovery; or 2) follow the requirements of N.J.A.C. 7:27-16.3(h) to properly decommission your Phase II system.

Anyone who will be decommissioning their Phase II system, should be aware of the following general list of items that can help achieve compliance, but please note this is not the complete list of requirements.

  • Decommissioning activities must be performed by a NJDEP licensed UST contractor, certified in the category of Installation – Entire, or Closure.
  • Follow the Petroleum Equipment Institute’s Recommended Practices in PEI RP300.
  • At least fourteen (14) days prior to beginning work, send an email to 14dayUSTnotice@dep.nj.gov listing the responsible parties’ names, a description of the work
    being performed, start date, facility address, and program interest ID (aka UST registration)
    number.
  • Once the decommissioning is complete, within 14 days a follow up email with post-work testing and the completed PEI RP300 checklist is to be sent to the same email address (14dayUSTnotice@dep.nj.gov).
  • The owner and operator will need to apply for a new Air General Permit 004B for Phase I only systems no later than 30 days after completing the decommissioning.

HEALY 800 SERIES ORVR NOZZLES DISCONTINUED IN THE U.S. MARKET

FFS Healy 800 ORVR NozzleEffective July 3, 2019, Franklin Fueling Systems is discontinuing the sale of HEALY™ 800 Series Onboard Refueling Vapor Recovery (ORVR) nozzles in the United States.

The HEALY™ 800 Series ORVR nozzle was designed and primarily sold in Texas to support the Texas Commission on Environmental Quality’s requirement for Stage II vapor recovery (VR) with ORVR capability. Texas has ended the requirement for Stage II Vapor Recovery, and the deadline for replacing Stage II hanging hardware with conventional industry standard hanging hardware was August 8, 2018.

Please contact us at 1.800.451.4021 if you need assistance with transitioning to another vapor recovery nozzle option from the HEALY™ 800 Series ORVR Nozzle.

Additionally, Franklin Fueling Systems will be discontinuing the 800 Core Return Program at this time.

Husky Corporation’s Recommendations for Hanging Hardware Inspection After a Flood

Husky LogoFuel dispensing equipment that is submerged during a flood can become damaged. After the water has receded, it is important to thoroughly inspect the equipment to make sure it will operate safely. Husky Corporation would like to offer Flooded Pumpsome recommendations.

A fueling site that has equipment that has been partially or entirely submerged should inspect and evaluate their equipment.

Hoses (whip and curb) should be cleaned and inspected. Replace the hose if there is corrosion on the fittings. Replace the hose if there are cracks, delamination, kinks, tears or punctures.

Breakaways and combos should be cleaned and inspected. Replace the breakaway if there is corrosion around where the male is inserted into the sleeve. Mag-Breaks® should be separated and inspected for any corrosion or debris and then reconnected.

Swivels should be cleaned and inspected. Replace the swivel if there is corrosion in or around any of the joints. Replace if the swivel doesn’t rotate freely or the rotation feels gritty.

Nozzles should be replaced if they have been partially or completely submerged. Any that have not been underwater should be cleaned and inspected. If there is debris or damage inside the spout or vent tube opening, the nozzle should be replaced.

Flooded Pump 2-When checking the equipment by flowing fuel, if it is apparent there has been water inside the hose or nozzle, replace all the hanging hardware.

For any equipment that wasn’t replaced, it is recommended to re-evaluate the equipment every month to inspect for any flood related damage or corrosion that may have grown over time.

Morrison Introduces New 610 Urethane Hose Hanger

Morrison 610 HangerMorrison has announced the addition of the new 610 Urethane Hose Hanger to their product line.  Able to hold either 1″ or 3/4″ hose, the hanger is designed for heavy load-bearing and compression capacity, as well as to resist tearing, cutting, and abrasions.  Customers should be aware that the introduction of the 610 hanger shall coincide with a part number change, with the previous 610BUN0100 changing to 610HGR0100.  In addition, both the 610H-0100 AR and 610HB-0100 AR hose retriever kits will now include the 610 hanger.  You can find out more about the 610 hanger, as well as other products in the 610 and 611 hose retriever series, by reading the official product brochure.
